Environmental approvals
Pollution Control Approvals
Consent to Establish, Consent to Operate, application documentation and coordination with the Chhattisgarh Environment Conservation Board, planned alongside the project's financing and construction.
Industrial units in the categories that require it must obtain Consent to Establish (CTE) from the State Pollution Control Board before the unit is established, and Consent to Operate (CTO) before it begins operating, under the Water (Prevention and Control of Pollution) Act and the Air (Prevention and Control of Pollution) Act. In Chhattisgarh the authority is the Chhattisgarh Environment Conservation Board (CECB).
Which consents apply, and how demanding the application is, depends on the unit's category (white, green, orange or red), its capacity, its location and the current rules. Some white-category activities need only an intimation. Larger or more sensitive projects may additionally need environmental clearance, which is a separate process. We identify what applies to the specific unit, prepare the applications and supporting documents, and coordinate with the Board. We do not issue consents; the Board does.
Problems this service addresses
- Consent treated as an afterthought, so the bank's disbursement condition or the construction start is delayed waiting for CTE.
- Wrong category assumed, leading to an application that is returned or an inspection that finds gaps.
- Effluent, emission and waste management described in the application without the equipment or layout to back it up.
- CTO not applied for before trial runs, creating a compliance breach at the start.
- Consent conditions not tracked after grant, so renewal or a later inspection raises issues.
- Environmental clearance requirement missed for a project above the threshold.
Scope of assistance
- Identification of the applicable consent category and requirements
- Consent to Establish application and supporting documents
- Consent to Operate application and supporting documents
- Renewals and amendments on expansion or change
- Environmental documentation: process description, water balance, effluent and emission details, waste handling
- Coordination with CECB regional and head office
- Responses to queries and inspection follow-up
- Identification of additional environmental permissions that may apply (for example environmental clearance, hazardous waste authorisation, groundwater permission)
- Alignment of consent timelines with bank disbursement and construction schedules
Typical clients
- New manufacturing units in all categories
- Units expanding capacity or changing product
- Rice mills, dal mills, food processing and agro units
- Steel, rolling and metal units
- Plastics, packaging and building-material manufacturers
- Hospitality projects with waste and sewage considerations
Eligibility and assessment factors
- Industry category under the pollution potential classification and the capacity thresholds within it.
- Location: industrial area or otherwise, distance from habitation, sensitive areas and water bodies.
- Water source and consumption, effluent generation and treatment.
- Fuel, emission sources and air pollution control equipment.
- Solid and hazardous waste streams.
- Whether the project category requires environmental clearance in addition to consent.
Documents and information usually required
- Site plan and layout with locations of process, treatment and storage areas
- Land documents or allotment letter
- Process flow chart and manufacturing details
- Raw material, product and capacity details
- Water balance and effluent treatment proposal
- Fuel and stack details, air pollution control equipment
- Waste generation and disposal arrangements
- Entity documents and authorised signatory
- Project cost and investment details
- For CTO: compliance with CTE conditions, treatment plant commissioning and monitoring arrangements
How the work proceeds
Category assessment
The activity and scale checked against the current classification and thresholds; the applicable consents and any clearance requirement identified.
Documentation
Process, water, effluent, emission and waste details prepared with the layout and equipment to support them.
CTE application
Filed on the Board's portal with the prescribed fee; queries answered and the consent conditions reviewed with the promoter.
Implementation alignment
Treatment and control equipment procured and installed as described, before CTO is sought.
CTO application
Filed before operations; inspection coordinated; conditions and monitoring obligations explained.
Compliance calendar
Renewal dates, returns and monitoring requirements listed for the client to track.
Common documentation issues we see
- Application category inconsistent with the product list in the DPR or the Udyam registration.
- Water consumption and effluent figures that do not balance.
- Treatment plant capacity below the effluent stated.
- Layout changed after CTE without an amendment.
- Consent fee computed on the wrong capital investment.
Frequently asked questions
Does every unit need CTE and CTO?
No. The requirement depends on the activity's category and scale under the current rules. Some white-category activities only need an intimation. We check the specific case.
Is pollution consent the same as environmental clearance?
No. Consent is issued by the state Board under the Water and Air Acts. Environmental clearance is a separate process for projects in the categories listed under the environmental impact assessment framework. A project may need one, both or neither.
How long does consent take?
It depends on the category, the Board's processing and the completeness of the application. We cannot commit to a date; a complete, consistent application avoids the most common causes of delay.
Do you issue the consent?
No. Consents are issued by the Board. We prepare, file, coordinate and follow up.
