Rice and Dal Mills
Milling is the backbone of Chhattisgarh's processing sector. The financing is familiar to banks; the incentive position is not, and depends on the block before anything else.
Rice mills, parboiling units, fortified rice kernel plants and dal mills are among the most common projects we see, as new units, as modernisation of older plants and as expansions with sortex, parboiling or by-product lines. Banks understand the business and lend against it readily, which can lull a promoter into treating the subsidy as an afterthought.
Under IDP 2024-30, certain milling and related activities are excluded in some block groups. A mill that would be eligible on one side of a block boundary may be ineligible on the other. We check the site's block against the notified list and recommend written DTIC confirmation before land is finalised. Where the state incentive is unavailable, central support through the Agriculture Infrastructure Fund for storage and primary processing components, and CGTMSE cover for eligible small units, may still apply.
Project finance considerations
- Term loan for plant, building and sortex or parboiling lines, with the DPR built on realistic milling recovery, by-product realisation and utilisation ramp.
- Working capital sized to the paddy procurement cycle: seasonal peaks, custom-milling receivables from state procurement where applicable, and stock holding.
- Bank guarantee limits for custom-milling agreements with state agencies.
- Modernisation finance for existing units, where the DPR must reconcile to audited history.
- Promoter and guarantor net-worth statements, often across family entities.
Government incentive considerations
- Block-wise exclusion check first; the activity may be ineligible in Group-1 and Group-2 blocks.
- Where eligible: unit type (new, expansion or modernisation), size by plant and machinery, and the General or Thrust classification of the specific product (for example value-added lines).
- FCI subsidy is normally the relevant route; Net SGST is rarely useful for B2B milling.
- Interest subsidy on the term loan, stamp duty and electricity duty heads where applicable.
- AIF interest subvention for warehouse, silo and primary-processing components, subject to the scheme's eligible activities.
Incentive eligibility depends on the activity, block location, investment, unit type (new, expansion, diversification or modernisation), dates and the policy's exclusion list. Not every incentive applies to every project, and the FCI subsidy and Net SGST reimbursement routes under IDP 2024-30 are alternatives, not a combination.
Documentation we typically prepare
- DPR with milling recovery, by-product and capacity assumptions
- CMA data for cash credit and guarantee limits
- Custom-milling agreement and procurement data for existing units
- Land papers and block confirmation
- Machinery quotations with HSN and GST breakup
- Entity documents, Udyam, GST and DTIC registration
- Investment certificates for claim stage
Regulatory and approval considerations
- Consent to Establish and Consent to Operate from CECB, with the category depending on the process (parboiling and boilers raise the requirements).
- Boiler registration for parboiling units.
- Factory licence where the thresholds are met.
- Food business licensing under FSSAI.
- Electricity load sanction and electrical inspector clearance.
- Legal metrology registration for packed products.
Where projects in this sector commonly lose time
- Land bought in a block where the activity is excluded.
- Boiler and consent timelines not aligned with the bank's disbursement schedule.
- Working capital limit sized on a flat month rather than the procurement season.
- Modernisation treated as a new unit, or vice versa, under the policy definitions.
Frequently asked questions
Is a rice mill eligible for subsidy in Chhattisgarh?
In some blocks and not in others. The activity is excluded in certain block groups under IDP 2024-30. The site's block is checked against the notified list before any other analysis.
Can a dal mill get the FCI subsidy?
Dal milling is assessed under the same classification: block, unit type, size and sector. Eligibility is project-specific.
Does AIF apply to a rice mill?
AIF supports post-harvest infrastructure such as storage and primary processing, within its list of eligible activities. Components of a milling project may qualify; the milling plant itself generally does not.
